Based in Quetta and working closely with the respective Project Director/Coordinator (PD/PC) of the provincial Expanded Program on Immunization (EPI), this position supports the EPI to increase routine immunization coverage in the province through the provision of technical support to the program. This technical support will focus on expanding equitable coverage of immunization services against vaccine preventable diseases (VPDs), including polio, for children between 0 to 23 months in Pakistan.
Key Priority Area:
General technical support to provincial program leadership of the Expanded Program on Immunization (EPI) (Estimated LOE: 30%)
- Improving provincial EPI planning (e.g.: NIS, integrated microplanning, provincial action plans, etc.)
- Improving partner coordination at provincial level (e.g.: partner meetings under program leadership).
- Any key tasks/assignments related to routine immunization strengthening in the province, as and when requested by the program leadership.
Achieving 90% Fully Immunized Child (FIC) coverage in selected high priority polio union councils across the province, leveraging PEI-EPI synergy (Estimated LOE: 50%)
- Assess routine immunization service delivery status in Super High Risk Union Councils (SHRUCs) across the province regularly and identify/problem-solve for challenges to coverage improvement.
- Supervise the management and operations of select/prioritized RI interventions as well as develop and implement their sustainability plans.
- Actively contribute towards the implementation of PEI-EPI synergy action plan(s).
- Facilitate linking – and follow up on – zero dose kids in polio campaigns to routine immunization service delivery.
- Support Polio health camps by ensuring the provision of vaccinator and vaccine supplies.
- Monitor polio campaigns and support emergency rapid response to any poliovirus detection, as and when requested by PEI.
Scaling rountine immunization coverage improvement through system-wide approaches, working collaborative with other partners (Estimated LOE: 20%)
- Facilitate implementation of provincial work plan(s) developed under Gavi JA, ensuring implementation is aligned with national/provincial strategies.
- Support implementation of the immunization-related Disbursement Linked Indicator(s) (DLI) under World Bank’s National Health Support Program (NHSP); create and implement provincial plans for achieving the NHSP immunization-related DLI.
- Collect and submit provincial data related to routine immunization service delivery, as and when requested by the organization.
- Facilitate coordination and/or implementation of select/high priority partner supported initiatives to improve and strengthen routine immunization coverage in the province, as and when requested by the organization.
Coordination and Reporting:
While working closely with their respective provincial Project Director/Coordinator (PD/PC) EPI, the Technical Focal Person (TFP) will report to the organization’s provincial lead and Pakistan focal person on technical matters, and to the organization’s focal person on all administrative matters.
In technical coordination with the organization’s geographic lead(s) and Pakistan focal person, the Technical Focal Person (TFP) will develop quarterly workplans corresponding to key priority areas. The TFP will submit brief monthly progress snapshots by the 7th calendar day of every month against their previous month’s workplans and a detailed quarterly progress report by the 10th calendar day of every fourth month against their previous quarter’s milestones. All TFPs are expected to communicate regularly with the organization’s geographic lead(s) and Pakistan focal person and their respective EPI program leadership to ensure timely updates and an effective feedback loop.
Skills:
Technical Skills:
- Strong understanding of routine immunization, campaign-based immunization, surveillance of vaccine-preventable diseases (VPDs), and cold chain management.
- Ability to conduct data analysis, prepare reports, and develop action plans based on findings.
- Skilled in using EPI tools, surveys (e.g., LQAS, coverage surveys), and reporting formats.
- Proficiency in MS Office, especially Excel, and data visualization tools (e.g., Power BI) is an advantage.
Soft Skills:
- Strong coordination, communication, and interpersonal skills.
- Ability to train, mentor, and provide technical guidance to field staff and stakeholders.
- Problem-solving, critical thinking, and time management capabilities.
- Fluency in English and local languages in Balochistan.
Additional Requirements:
- Willingness to travel to field sites or remote areas in Baluchistan as needed.
- Knowledge of national immunization strategies, policies, and guidelines.

- Prior work with government health departments, international organizations, or development partners is an asset.
- Hands-on epxerience in microplanning, monitoring & evaluation (M&E), data management, or logistics & cold chain systems.
