Job Purpose: This position supports the implementation of the project, which follows a Poverty Graduation Model with a strong focus on climate change adaptation and poverty reduction. The role involves planning and executing both on-farm and off-farm vocational training and enterprise development activities, including the promotion of micro-enterprises. The position holder will work closely with the Senior Project Officer to design and implement community-led strategies aimed at enhancing Food Security & Livelihoods (FSL) and building resilience to climate change, ultimately contributing to sustainable poverty reduction in the target communities.           

Key Accountabilities:

The job holder is accountable for fulfilling his or her roles and responsibilities in line with organization values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

  • To Assist the Senior Project Officer in the development of business processes, including the Detailed Implementation Plan (DIP), Procurement Plan, and Communication Plan.
  • Ensure that all project activities are aligned with the DIP, Procurement Plan, and Communication Plan.
  • Develop and maintain a comprehensive beneficiary tracking sheet for effective monitoring and follow-up.
  • Conduct household surveys in collaboration with Community Organizations to assess household vulnerability and overall well-being.
  • Prepare detailed need assessments reports for target operational areas to guide livelihood interventions.
  • Analyse households’ preferences and capacities for climate-adaptive livelihood options, with support from the MEAL team.
  • Identify and register climate-vulnerable and extreme-poor individuals/households for vocational training, enterprise support, and other livelihood initiatives.
  • Document project progress, key challenges, and lessons learned to inform future programming and ensure accountability.
  • Conduct regular field visits to monitor the quality and progress of livelihood interventions, offering technical guidance and support.
  • Establish vocational and technical skill development centres in both rural and urban areas.
  • Design course content and training toolkits for a variety of trades, in consultation with relevant stakeholders.
  • Facilitate or conduct market assessments for vocational training and toolkit distribution; develop and strengthen market linkages.
  • Lead the implementation of all on-farm and off-farm vocational and enterprise development activities under the project.
  • Ensure business plans are developed and tailored for the identified right holders.
  • Review and finalize grant packages (cash or in-kind) for enterprises supported during the project implementation phase.
  • Identify and engage qualified resource persons or institutions for conducting trainings.
  • Provide follow-up support to ensure sustainability of project-supported enterprises.
  • Develop strong linkages and networks with relevant government line departments such as Agriculture, Livestock, TVET, and other technical service providers.
  • Promote and demonstrate best practices in adaptive livelihoods and Income Generating Activities (IGAs), such as climate-smart agricultural techniques.
  • Assess and map seasonal food insecurity, income fluctuations, employment gaps, and production lean periods.
  • Strengthen the capacities of local extension service providers within target communities.
  • Perform any other duties assigned by the line manager in support of project goals.

Person Specification

  • It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promote or encourage SEAH.

Qualification: 

  • MSc in agriculture, livestock, development studies, economics and other social sciences
  • Diploma in Technical and Vocational Skills (desirable)
  • Motivation and technical skills
  • Evidence of trainings on Micro enterprise development skills.
  • Evidence in development and experience in Business Development Plans for different trades
  • Evidence in Market assessment for vocational trades / toolkits
  • Good interpersonal skills

Experience:

  • Relevant Experience 3 Years with Masters and 5 Years with Bachelors in national/International organization’s private sector/government preferably in development project.
  • He or She must have experience of working in development sector.

Language: 

  • Urdu, Pashto English

  • Negotiations and conflict resolution skills
  • Time management and ability to deliver results with tight deadlines.
  • Experience of establishing strong working relationships with colleagues from different functions and cultures
  • An understanding of and commitment to organization’s mission and values
  • Documentation, budgeting and report writing skill
